In view of the hidden dangers and chaos in the above industries, the government departments have taken measures. Recently, they not only issued the Regulations and Conditions for Electric Bicycle Industry, but also the Administrative Measures for Announcement of Electric Bicycle Industry Regulations, and also formulated mandatory national standards for lithium-ion batteries for electric bicycles.
Among them, the Regulations and Conditions for Electric Bicycle Industry and the Administrative Measures for Announcement of Electric Bicycle Industry focus on the management of electric bicycle industry, standardize the production and operation behavior of enterprises, and improve the safety level of all aspects of electric bicycle production, sales, use, charging and replacing, and scrapping and recycling. The Standard Conditions put forward requirements from seven aspects: enterprise layout, process equipment, product quality and management, and consumer rights protection.
On the lithium battery side for electric vehicles, the Specification and Conditions specify that enterprises should explain the use and recovery risks of lithium-ion batteries in a prominent position in the product manual of the whole vehicle, and enterprises should strengthen dealer management, urge dealers to resist illegal tampering such as increasing battery voltage capacity and lifting speed limit, provide consumers with standardized use and maintenance knowledge, and remind consumers to use lithium-ion batteries and other battery products safely. Helmets provided or given by enterprises with vehicles must meet the requirements of national mandatory standards.
The mandatory national standard of Safety Technical Specification for Lithium-ion Battery for Electric Bicycles has been issued by the General Administration of Market Supervision (National Standards Committee) (hereinafter referred to as the new national standard) and will be officially implemented on November 1, 2024.
The new national standard stipulates the safety requirements and test methods of lithium batteries for electric bicycles, which are applicable to the Technical Specification for Safety of Electric Bicycles. Among them, six safety requirements such as overcharge, overdischarge, external short circuit, thermal abuse, acupuncture and marking are mainly considered in the aspect of single battery; The battery pack mainly considers 22 safety requirements in seven aspects, including electrical safety, mechanical safety, environmental safety, heat diffusion, mutual recognition and collaborative charging, data collection and marking.
It should be reminded that the new national standard is only applicable to lithium-ion batteries for electric bicycles with the maximum output voltage not exceeding 60V as specified in GB 17761 “Technical Specification for Safety of Electric Bicycles”. It is not suitable for lithium-ion batteries used in electric scooters, balance cars, electric motorcycles, electric tricycles and other vehicles.
